Job Description

Georgia Tech Research Institute is seeking research engineers or technologists with expertise in supply chain management and logistics. Candidates will support Sensors and Electromagnetic Applications Laboratory's (SEAL’s) Command and Control Communications Office (C3PO) in the development of new business areas that will focus on the implementation of machine learning techniques in supply management chain (SCM) and technology in modern SCM implementation that can be applied to the maintenance of C2 platforms such as the E-3 AWACS. In addition, candidates will lead SCM of high volume and variety of materials, supplies, and services to support current program requirements.

Research candidates must possess broad expertise in applying research techniques, including Supply Chain frameworks, data science, and economic modeling in solving complex programmatic issues relating to strategy development, process modernization, acquisitions planning, prototype development, system design, program scheduling, and budget formation. Additionally, candidates are expected to be competent in determining technical needs and certifications by effectively communicating needs to enable on-time execution of tasks. Candidates must hold extensive knowledge in all aspects of the procurement cycle (cradle-to-grave) to include: developing, analyzing and executing logistical plans, support, and documentation. As well, mastery of supply chain policies, procedures, and underlying federal, state, and/or local regulations concerning the purchase or shipment of goods, materials, or services.

Job Duties

  • Perform basic and applied research in machine learning techniques in supply chain management (SCM), technology use in modern SCM, implementation of E-logistics and application of Internet of Things (IoT) in SCM, as well as autonomous supply and resilient supply chains 
  • Performing quantitative and qualitative research analysis, mathematical modeling, simulation, applied mathematics, statistics, probability, process improvement, supply chain analysis, economic analysis, and cost analysis
  • Establish and execute a sustainable supply management system for SEAL; standardized process for procurement, inventory, and delivery to customers
  • Manage and implement Controlled Unclassified Information (CUI) and Covered Defense Information (CDI) Protection, Supply Chain Risk Management (SCRM), Software/hardware assurance, Material Requirements Planning (MRP), anti-counterfeit protections, International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), trusted foundry, and information security
  • Maintain a working knowledge of Federal and Acquisition Regulations and standard commercial procurement practices (i.e. ISO/IEC:21287, NIST SP 800-160, ISO/IEC: 15408, DoDI 5200.48, DoDI 5200.44, DoDI 8510.01, DoDI 5200.39, DoDI 5230.24, DoDI 8510.01, NIST SP 800-53, NIST SP 800-171, NIST SP 800-161)
  • Review purchase requisitions for clarity, compliance, detail, completeness, and obtain additional information considered necessary.
  • Develop sourcing lists for various commodities to support the requests for information (RFIs), request for quotations (RFQs), request for proposals (RFPs), and invitations to bid
  • Review purchase requisitions for clarity, compliance, detail, completeness, and obtain additional information considered necessary.
  • Author responses to RFIs, RFQs, and RFPs and perform relevant analyses to include pricing and costing, Statement of Work (SoW) compliance, delivery terms, payment, other terms and conditions of the procurement
  • Prepare and manage complete Purchase Order files in accordance with Federal Acquisition Regulation policies, institutional procurement guidance, and other applicable prime contract requirements to ensure compliance throughout the procurement cycle
  • Actively manage supplier performance through consistent communication to ensure proper adherence to purchase order terms and conditions
  • Identify problems, analyze alternatives, and develop viable recommendations

Education & Length of Experience

Senior Research Engineer/Scientist/Technologist/Associate

  • A Master’s degree in Management Studies, Supply Chain Management, Information Technology, Systems Engineering, Business Administration, Industrial Engineering, Process Engineering or a related field of study and seven (7) years of relevant full-time experience after completion of that degree,
  • A Master’s degree in Management Studies, Supply Chain Management, Information Technology, Systems Engineering, Business Administration, Industrial Engineering, Process Engineering or a related field of study and nine (9) years of relevant full-time experience after completion of a Bachelor’s degree, or
  • A Doctoral degree in Management Studies, Supply Chain Management, Information Technology, Systems Engineering, Business Administration, Industrial Engineering, Process Engineering or a related field of study and four (4) years of relevant full-time experience after completion of a Bachelor's degree.

Principal Research Engineer/Scientist/Technologist/Associate

  • A Master’s degree in Management Studies, Supply Chain Management, Information Technology, Systems Engineering, Business Administration, Industrial Engineering, Process Engineering or a related field of study and eleven (11) years of relevant full-time experience, or
  • A Doctoral degree in Management Studies, Supply Chain Management, Information Technology, Systems Engineering, Business Administration, Industrial Engineering, Process Engineering or a related field of study and seven (7) years of relevant full-time experience.

Required Minimum Qualifications

  • 9+ years of experience supporting Supply Chain Risk Management (SCRM) analysis, integration, and flowdowns for defense programs

U.S. Citizenship Requirements

Due to our research contracts with the US federal government, candidates for this position are required to be US Citizens.

Clearance Type Required

Candidates must be able to obtain and maintain an active security clearance
