Job Description

The technical program manager in the Applied Embedded Systems (AES) division of the Electronic Systems Laboratory (ELSYS) will lead the development of cutting-edge research programs that define next-generation capabilities for our sponsors. The position will perform technical program management tasks in support of technology development to help our research teams achieve program success. The technical program manager will integrate multi-disciplinary engineering teams, sponsors, and other important stakeholders to ensure the quality and timely delivery of program deliverables. Additionally, the positions will support prospective research opportunities to build on the current portfolio of projects for the division. AES is predominantly focused on the research, development, testing, and deployment of embedded electronic and electromechanical systems. These systems provide our sponsors with technological solutions in the fields of Electronic Warfare (EW), command and control, communications, avionics, entertainment, physiological monitoring, and other applications.

Job Duties

  • Develop expertise on platforms/systems under development
  • Participate as a subject matter expert on programs
  • Work with researchers to establish robust plans and planning artifacts
  • Manage and track project administration and execution to ensure on-time and on-budget delivery
  • Collaborate with sponsors and project teams to ensure project deliverables and requirements are met
  • Serve as a liaison between research/development teams and sponsors and/or external stakeholders
  • Facilitate and encourage coordination and communication across research program teams
  • Work across internal and external organizations with purchasing, finance, contracts and other support functions to enable programs
  • Provide thought leadership in technical domain focus areas
  • Develop technical papers for conferences and develop/present briefings to potential sponsors
  • Mentor engineering team members
  • Perform other duties as assigned

Education & Length of Experience

Senior Research Engineer/Scientist/Technologist

  • A Bachelor's degree and Master's degree with one or both in Aerospace Engineering, Mechanical Engineering, Electrical Engineering, Computer Engineering, Computer Science, or related field and seven (7) years of relevant full-time experience after completion of that degree,
  • A Bachelor's degree and Master's degree with one or both in Aerospace Engineering, Mechanical Engineering, Electrical Engineering, Computer Engineering, Computer Science, or related field and nine (9) years of relevant full-time experience after completion of a Bachelor’s degree, or
  • A Bachelor's degree and Doctoral degree with one or both in Aerospace Engineering, Mechanical Engineering, Electrical Engineering, Computer Engineering, Computer Science, or related field and four (4) years of relevant full-time experience after completion of a Bachelor's degree.

Principal Research Engineer/Scientist/Technologist

  • A Bachelor's degree and Master's degree with one or both in Aerospace Engineering, Mechanical Engineering, Electrical Engineering, Computer Engineering, Computer Science, or related field and eleven (11) years of relevant full-time experience, or
  • A Bachelor's degree and Doctoral degree with one or both in Aerospace Engineering, Mechanical Engineering, Electrical Engineering, Computer Engineering, Computer Science, or related field and seven (7) years of relevant full-time experience.

Required Minimum Qualifications

  • Experience with the full development and deployment life cycle
  • Experience with Agile processes
  • Experience delivering hardware and software products
  • 7+ years of experience with leading cross-disciplinary and cross-functional teams

Preferred Qualifications

  • Secret Clearance
  • Experience with avionics or other electronic systems used in Department of Defense (DOD) systems
  • Experience leading large scale/complex Agile programs
  • Experience with the Electronic Warfare domain and basic concepts
  • Experience facilitating dialogue, collaboration, and partnerships among research personnel, government, and industry stakeholders
  • Experience with business development activities including identifying opportunities, proposal writing, and cost estimates

U.S. Citizenship Requirements

Due to our research contracts with the US federal government, candidates for this position are required to be US Citizens.

Clearance Type Required

Candidates must be able to obtain and maintain an active security clearance.
