Project/Unit Description

The Cybersecurity, Information Protection, and Hardware Evaluation Research (CIPHER) Laboratory, Command and Control Mission Assurance (C2MA) Division is currently seeking a Senior Researcher for a full time research faculty position in the C2MA Division, Panama City FL. This position supports the design, development, testing, fielding and on ongoing technology insertion for critical C2 & C4ISR architectures for various DoD and other government organization sponsor. Along with these duties the position would require management of the Panama City Field Office as well as manage programs associated with projects in the area.

Job Purpose

The Research Program Manager directs and oversees a portfolio of research projects that includes internal and external sponsor and stakeholder engagement. The Research Program Manager is responsible both for the oversight of technical execution, schedule, and budget of assigned portfolios. Specifically, the Research Program Manager develops the planning of programs and future projects through routine interactions with stakeholders. The Research Program Manager develops trusted relationships with sponsors and also serves in an advisory capacity to critical stakeholders defining the technical direction of projects and technical thrusts.

Key Responsibilities

  • Oversee technical government programs which are of relatively high risk and high complexity
  • Maintain strategic-level knowledge of program development and efficient management of multiple projects
  • Exhibit best practices of project development across the industry and tailor them to GTRIs strengths
  • Build portfolios of programs within a core technical area
  • Understands GTRI strategic plan and core competencies across all labs and units
  • Identify opportunities for collaboration across GTRI, Georgia Tech, and external stakeholder communities
  • Maintain knowledge of sponsor portfolios of projects across labs in the directorate -Maintain Directorate-level knowledge of strategic plans and complementary technical area or technology overlaps
  • Maintain knowledge of government and institute regulations that govern GTRI projects
  • Communicate effectively to mediate between multiple stakeholders and converge on optimal solutions

Additional Responsibilities

  • Lead Division NSWC PC portfolio senior
    engineering collaboration activities including
    technical exchange meetings, technology insertion
    road-mapping, and architecture creation and
    reviews for Division programs
  • Mentor and provide guidance to Engineers and
    Scientists in the execution of developing solutions
    for programs
  • Develop and present technical presentations for
    internal peer reviews and sponsor design reviews
  • Plan and develop critical C2 infrastructure &
    C4ISR architectures for DoD sponsors
  • Interact with program sponsors and stakeholders
    to ensure sponsor satisfaction with research and
    engineering designs
  • Collaborate with Division leadership and project
    directors to ensure programs are properly
    resourced with appropriate technical staff
  • Research and communicate the latest advances
    in technology knowledge and development across
    all Division programs
  • Manage Engineering personnel field office
    facilites at the Panama City Field Office

Required Minimum Qualifications

  • 30+ years working with and developing and
    managing C4I systems

Preferred Qualifications

  • Active TS/SCI Clearance
  • Extensive experience in both program
    management of ACAT Level 1 acquisition programs
    blended with systems engineering
    experience/certifications in order to meet full
    spectrum sponsor portfolio capability development
    needs.

 

Travel Requirements

10% - 25% travel

Education and Length of Experience

This position vacancy is an open-rank announcement. The final job offer will be dependent on candidate qualifications in alignment with Research Faculty Extension Professional ranks as outlined in section 3.2.1 of the Georgia Tech Faculty Handbook

  • 14 years of related experience with a Bachelor’s degree in Science, Engineering, or Information Technology or a related field of study.
  • 12 years of related experience with a Masters’ degree in Science, Engineering, or Information Technology or a related field of study.
  • 9 years of related experience with a Ph.D. in Science, Engineering, or Information Technology or a related field of study.

U.S. Citizenship Requirements

Due to our research contracts with the U.S. federal government, candidates for this position must be U.S. Citizens.

Clearance Type Required

Candidates must be able to obtain and maintain an active security clearance.
