Project/Unit Description

The Intelligence Analysis Branch (IAB)/Signals and Systems Division (SASD) of the Advanced Concepts Laboratory (ACL) is currently seeking qualified candidates for the position of Research Program Manager.

The Intelligence Analysis Branch conducts all-domain intelligence analysis of complex threats, operational environments, and information warfare research for the U.S. national security community to support research and development (R&D), acquisition, experimentation, and policy decisions. The Signals and Systems Division engages in research related to high-impact, technical analysis for U.S. Government projects. The division's mission is to shape the development of next-generation technical capabilities and strengthen our national defense through leading-edge research and analytic support, informed by a deep knowledge of operational capabilities, current intelligence, and the related information environment. The Advanced Concepts Laboratory develops tailored solutions for a broad range of national security challenges through disciplined application of physics- and effects-based modeling to realizable systems, augmented with prototype development and testing. ACL’s research thrusts extend across domains, and include bio-, chemical-, RF-, and optical-sensor physics; materials science and engineering; electromagnetic theory, computation, structures, and measurements; electronic warfare techniques and applications; operational scenario modeling and simulation; traditional and asymmetric threat analysis; and ground maneuver warfare.

Job Purpose

The Research Program Manager directs and oversees a portfolio of research projects that includes internal and external sponsor and stakeholder engagement. The Research Program Manager is responsible both for the oversight of technical execution, schedule, and budget of assigned portfolios. Specifically, the Research Program Manager develops the planning of programs and future projects through routine interactions with stakeholders. The Research Program Manager develops trusted relationships with sponsors and also serves in an advisory capacity to critical stakeholders defining the technical direction of projects and technical thrusts.

Key Responsibilities

  • Oversee technical government programs which are of relatively medium-to-high risk and medium-to-high complexity
  • Ensure that all required resources such as engineering expertise, manpower, production, computer infrastructure, facilities, etc. are available for the program
  • Build multi-disciplinary teams across the organization
  • Plan, direct, and monitor program budgets and serve as primary sponsor contact for program information inquiries
  • Author and oversee delivery of project deliverables
  • Coordinate schedules, briefing materials, minutes and logistics associated with project meetings
  • Direct program growth by proposing new ideas to sponsors and marketing new technology or follow-on business opportunities - Understand and present GTRI core competencies and lab capabilities to external sponsors and stakeholders
  • Maintain an understanding of various sponsors interests in a given technical area
  • Coordinate with program development leads and GTRI support units on large proposals and training curriculum
  • Understand and present GTRI core competencies and lab capabilities to external sponsors and stakeholders
  • Understands various sponsors interested in a given technical area
  • Coordinate with program development leads and GTRI support units on large proposals and training curriculum
  • Understand sponsor portfolios of projects across labs in the Directorate
  • Maintain Directorate-level knowledge of strategic plans and complementary technical area or technology overlaps
  • Maintains knowledge of government and Institute regulations that govern GTRI projects
  • Communicate effectively to mediate between multiple stakeholders and converge on optimal solutions

Additional Responsibilities

  • Lead and direct technical programs including threat projection research studies and analyses; advanced Command, Control, Communications, Cyber, Computers, Intelligence, Surveillance, and Reconnaissance (C5ISR) research; and, information warfare (IW) research in support of acquisition decisions and early phase research and development
  • Lead research programs using modeling and simulation tools to analyze and assess complex threat systems/capabilities, threat technologies, threat kill chains, and threat environments to determine both capabilities and vulnerabilities of U.S. systems and concepts that provide a wide range of national security capabilities across all domains
  • Author assessments and reports for projects supporting key government organizations to inform their research and development (R&D), acquisition, and policy decisions for U.S. capabilities, systems, and concepts
  • Lead interdisciplinary teams to support project requirements and decisions regarding the implementation and viability of capabilities based on analysis of all-source intelligence information.

Required Minimum Qualifications

  • Bachelor’s degree in engineering, mathematics, or physics
  • Experience successfully leading and managing technical government programs/projects with medium-to-high risk and medium-to-high complexity
  • Operational experience with military or intelligence community
  • Excellent communication and presentation skills
  • Able to obtain and maintain a DoD Top Secret/SCI Security Clearance.

Preferred Qualifications

  • Active TS/SCI Clearance
  • Masters or Ph.D. degree in engineering, mathematics, or physics
  • Experience managing multifaceted programs/projects from startup to closeout, including scheduling, budgeting, and resource planning
  • Experience writing successful proposals as part of a cross-functional team
  • Experience with stakeholder engagement
  • Technical experience with sensing, C5ISR, electromagnetic warfare, information warfare, communications networks, cyberspace or space technologies
  • Experience with modeling, simulation, and analyses or with live, virtual, constructive experimentation

Travel Requirements

10% - 25% travel

Education and Length of Experience

This position vacancy is an open-rank announcement. The final job offer will be dependent on candidate qualifications in alignment with Research Faculty Extension Professional ranks as outlined in section 3.2.1 of the Georgia Tech Faculty Handbook

  • 14 years of related experience with a Bachelor’s degree in Engineering, Computer Science, Physics, Mathematics.
  • 12 years of related experience with a Masters’ degree in Engineering, Computer Science, Physics, Mathematics.
  • 9 years of related experience with a Ph.D. in Engineering, Computer Science, Physics, Mathematics.

U.S. Citizenship Requirements

Due to our research contracts with the U.S. federal government, candidates for this position must be U.S. Citizens.

Clearance Type Required

Candidates must be able to obtain and maintain an active security clearance.
