Project/Unit Description

The ATAS Systems Development Division (SDD) leads threat systems research and development of fielded test and training systems. Major programs led from the division include the analysis and evaluation of threat systems for the Intel communities with emphasis on ground-based radar systems. The development and fielding of radar systems and missile simulations for utilization in DoD test and training is a major capability supported by SDD. Division expertise includes RF/Radar systems, associated software, RF & electronic hardware, and firmware. Mechanical engineering capability includes a breadth of expertise required to design, develop, and test complete systems such as large threat simulators and complex antenna systems, but SDD mechanical engineering R&D support spans units across GT. Mechanical and electronic systems tech staff also support fabrication and delivery of major prototype and limited production systems. Documentation, logistics and material management required for DoD systems is also managed and executed in SDD. Approximately 100 SDD Research Faculty, staff and students support GTRI R&D of a diverse range of systems.

Job Purpose

The Division Chief is the principal leader and manager of all Division activities, while also maintaining a research role including contributions to sponsored research projects. The Division Chief sets the vision and strategy for the Division, provides oversight and direction for research projects in the Division, manages the personnel in the Division, and maintains ultimate responsibility for all of the financial and administrative operations of the Division. The Division Chief acts as liaison between the Division and Lab Leadership, other Divisions, and the rest of GTRI.

Key Responsibilities

Management Responsibilities:

  • Develop strategic vision and execution plan for the division in conjunction with Laboratory and Directorate Leadership.
  • Oversee of Division project and operational activities.
  • Lead contract development activities and interface with sponsors.
  • Manage personnel including hiring, performance evaluations, staffing, career development, etc.
  • Manage budgets, resources, and compliance with policies and procedures.
  • Develop research collaborations with other GTRI laboratories, Georgia Tech academic faculty, and outside organizations.

Mentor Division personnel Research Responsibilities:

  • Research activities supporting sponsored projects.
  • Project management of specific research projects.
  • Develop and execute internal research and development programs supporting the division strategic vision.
  • Develop proposals for new research efforts.

Additional Responsibilities

Responsibilities in addition to the Division Chief boiler plate:

  • Threat Systems and portfolio management.
  • Author complex technical reports and presentations.
  • Division sponsored project performance reporting.
  • Division overhead budget management and performance reporting.
  • Division facility coordination and capability development.
  • Manage Division compliance with GTRI and sponsored research security policy and procedures.
  • Customer Interaction and relationship management.
  • Conflict Management.

Required Minimum Qualifications

  • Demonstrated Threat System related project and program leadership experience.
  • Demonstrated technical research and development contributions.
  • Demonstrated DoD business development.
  • Demonstrated experience as program/contract Principal Investigator (PI).
  • Demonstrated customer development and support.
  • Excellent communication skills.
  • Organizational unit management.
  • Demonstrated leadership experience with managing a team.
  • Engineering personnel management.

Preferred Qualifications

  • Active TS/SCI Clearance.
  • Experience: 14‐19 years of relevant work experience with BS (or related degree); 12‐17 years of relevant work experience with MS (or related degree); or 9‐14 years of relevant work experience with PhD.
  • Additional working titles associated with the SDD Chief Role:  Electrical Engineer, Electronic Systems Architect, Hardware Engineer, Mechanical Engineer, RF/Radar Systems Engineer, and Systems Engineer. These additional working titles provide broader representation of potential areas of technical skills for the candidates, but they must meet the required core competencies, education requirements, skills, and academic rank as listed for the SDD chief.

Travel Requirements

  • 10% - 25% travel.

Education and Length of Experience

This position vacancy is a ranked announcement. The final job offer will be dependent on candidate qualifications in alignment with Research Faculty Extension Professional ranks as outlined in section 3.2.1 of the Georgia Tech Faculty Handbook

  • 14 years of related experience with a Bachelor’s degree in Electrical Engineering, Mechanical Engineering, Physics, Mathematics, other engineering and hard science disciplines.
  • 12 years of related experience with a Masters’ degree in Electrical Engineering, Mechanical Engineering, Physics, Mathematics, other engineering and hard science disciplines.
  • 9 years of related experience with a Ph.D. in Electrical Engineering, Mechanical Engineering, Physics, Mathematics, other engineering and hard science disciplines.

U.S. Citizenship Requirements

Due to our research contracts with the U.S. federal government, candidates for this position must be U.S. Citizens.

Clearance Type Required

Candidates must be able to obtain and maintain an active security clearance.
