Project/Unit Description

The Systems Engineer with a particular focus on Test, Evaluation, and Training applied to the electromagnetic spectrum operations (EMSO); this includes building the requirements and roadmaps for testing Electromagnetic (EM) capabilities and training operators who utilize the EM spectrum. The Systems Engineer will be assigned to the Test Engineering (TEN) Division will serve as an on-site liaison to the United States Space Force (USSF) Operational Test and Training Infrastructure (OTTI) Integrated Program Office (IPO), supporting the planning and requirements development for the National Space Test and Training Complex (NSTTC) EMSO range and its interconnections between various physical and virtual aspects of OTTI.

Job Purpose

The Systems Engineer oversees and coordinates the work of technical teams on systems projects, ensuring the successful design, implementation, operation, and technical management of those projects. Taking a holistic approach to systems engineering, the Systems Engineer ensures that all aspects of a system project are considered and addressed. The Systems Engineer works closely with stakeholders to understand their needs and then develops and documents technical requirements that meet those needs. The Systems Engineer leads the design team in developing a system architecture that meets all of the requirements. After the system is designed, the Systems Engineer oversees the implementation of the system, working with the implementation team to ensure that it meets all of the requirements. Once the system is deployed, the Systems Engineer manages the technical aspects of the system, including monitoring performance, troubleshooting problems, and making improvements.

Key Responsibilities

  • Manage all technical aspects of product or system design including directing multiple lab resources for large scale product or system deployments
  • Manage sub-contractor resources supporting all system engineering areas (definition, requirements analysis, synthesis, systems analysis and implementation)
  • Conduct product or system design synthesis translating requirements into physical architectures for systems of high complexity to include defining and refining internal and external interfaces
  • Develop technical reports and diagrams detailing product or system attributes
  • Validate security control configurations on systems and ensure all systems are configured with proper controls, such as STIGS, CMMC, and other similar requirements
  • Collaborate with sponsors and other key stakeholders to derive tasks from detailed requirements, and provide tasking to other team members based off of the derived tasks

Additional Responsibilities

  • Develop roadmaps for Electromagnetic Spectrum Operations (EMSO) test and training at the United States Space Force (USSF) Operational Test and Training Infrastructure (OTTI) Integrated Program Office (IPO)
  • Determine needs and methods for integration of OTTI EMSO activities with other physical and synthetic test and training ranges (e.g., orbital, cyber, virtual EM)
  • Recommend methodologies and specific infrastructure to perform test and evaluation activities, crewmember training for space warfighting systems, and Joint exercises
  • Provide detailed requirements development and decomposition to implement NSTTC EMSO recommendations, down to key performance parameters
  • Source and manage GTRI resources to accomplish above responsibilities

Required Minimum Qualifications

  • Experience developing system-level requirements
  • Experience in test, training, operations, or maintenance of space, electromagnetic spectrum, electronic warfare, or radio frequency systems
  • Proficiency related to the development and publication of technical reports
  • Strong analytical and briefing skills

Preferred Qualifications

  • Active TS/SCI Clearance
  • Experience with electromagnetic spectrum test, evaluation, and training using satellites and ground antennas
  • Technical familiarity with relevant satellite programs such as communication, navigation, and other space-related programs
  • Experience with digital twins and hardware-in-the-loop for the purpose of test and training
  • Experience with large-scale exercises that involve multiple (Joint) Services
  • Experience with radio frequency (RF) satellite communication systems
  • Experience with electromagnetic warfare (EW) threat systems
  • Experience with system engineering lifecycle development process, roadmapping, preacquisition support, requirements development, and test planning

  • 4 years of related experience with a Ph.D. in Aerospace Engineering, Aeronautical Science, Artificial Intelligence, Astronautical Engineering, Computer Engineering, Computer Science, Communications Engineering, Electrical Engineering, Mathematics, Mechanical Engineering, Physics, Space Systems Engineering, Systems Engineering, or related degree

U.S. Citizenship Requirements

Due to our research contracts with the U.S. federal government, candidates for this position must be U.S. Citizens.

Clearance Type Required
