Project/Unit Description

The Information and Communications Laboratory (ICL) Communications Systems and Spectrum Division (CSSD) is seeking a Project Manager who can provide project support for programs involved in the development of innovative solutions for adaptive communications and spectrum learning systems and is looking for a dynamic and challenging work environment. The Division supports work across many branches of the Department of Defense (DoD), including the Army, Navy, and Office of the Secretary of Defense.
This position will specifically support the Army Reprogramming Analysis Team (ARAT) program. ARAT's mission is to ensure the ongoing relevance of legacy radars and systems within the intricacies of modern warfare.
The ideal candidate will be an inquisitive and resourceful person with a desire to bring their project management skills to successfully deliver solutions to the communications and spectrum sensing problems of interest to the DoD.

Job Purpose

The Project Manager facilitates the initiation, planning, monitoring and controlling, and closing projects to meet business or sponsor requirements. This role is required to progressively elaborate high-level information into detailed plans throughout the project life cycle.  Project Managers facilitates the management of the project, program or portfolio team to meet the project or sponsor objectives.  Project Managers monitor and control the work of producing the products, services or results that the project was undertaken to produce.  Success is measured by product and project quality, timeliness, budget compliance, and degree of customer satisfaction.  Project Managers must meet all compliance and other regulatory requirements throughout a projects life cycle to successfully close out the time-bound project, program or portfolio.

Key Responsibilities

  • Manage operations and administrative functions in all phases of project life cycle (initiation to closeout).
  • Responsible for project operations, operation and administrative tasks on all size projects from small-to-medium projects of moderate complexity to multi-million dollar, complex projects and/or contract vehicles that may also have multiple subcontractors.
  • Provide financial reporting, develop and maintain schedules and budgets, and adhere to sponsor reporting requirements.
  • Coordinate with project directors, division chiefs and other GTRI or GT support units to share common lab resources.
  • Lead and direct entry-level project managers
  • Compile and edit non-technical deliverables and interface directly with sponsors as required.
  • Validate monthly project expenditures against project schedule and burn plan.
  • Lead programmatic discussions and updates during team meetings and prioritize administrative needs for the technical lead.
  • Act as the project's primary interface with support units; Manage relationships to handle operations or administrative challenges.
  • Provide holistic project plans including documents detailing all aspects of a project from initiation to closeout.
  • Provide purchasing support and inventory management. Interface with and learn how to work with support units for administrative tasking.

Required Minimum Qualifications

  • High-level expertise in Microsoft Office suite, particularly Excel and Project
  • Prior/ current project management experience in a fast-paced, multi-project environment essential.
  • Proven experience in detailed project management, including budget management and tracking towards defined technical deliverables.
  • Experience writing and managing the team writing of project plans, project proposals and quotes, and professional quarterly and/or final project reports.
  • Excellent oral and written presentation skills.

Preferred Qualifications

  • Active Secret Clearance
  • Experience in technical project management required.
  • Ability to support engineers with technical documentation and software testing.
  • Understanding of the DoD acquisition process and types of funding
  • Experience working with a team to develop relationships leading to collaborative, contracted work aligned with vision and revenue goals.
  • Ability to contribute to technical solutions and their engineering and documentation as part of a project technical team over multiple projects.
  • Ability to obtain a Project Management Professional (PMP) certification within 2 years of hire date.
