Project/Unit Description

The Spectrum Warfare Operations and Research Division (SWORD) within the Sensors and Electromagnetic Applications Laboratory (SEAL) focuses on the development, fielding, and testing of advanced electronic warfare capabilities. SWORD maintains expertise in modeling, simulation & analysis (MS&A), Electromagnetic Warfare (EW) systems hardware, and EW systems software.

Job Purpose

Program Managers direct and oversee a portfolio of research projects and internal and external sponsors/stakeholders. They are responsible both for technical execution, schedule, and budget of assigned portfolio. Develops planning of programs and future projects through interaction with stakeholders. Develop trusted relationships with sponsors and also serve in an advisory capacity to critical stakeholders defining the technical direction of projects and technical thrusts.

Key Responsibilities

  • Oversee technical government programs which are of relatively medium risk and medium complexity
  • Ensure that all required resources such as engineering expertise, manpower, production, computer infrastructure, facilities, etc. are available for the program
  • Build multi-disciplinary teams across the organization
  • Plan, direct, and monitor program budgets and serve as primary sponsor contact for program information inquiries
  • Oversee delivery of project deliverables
  • Author and contribute to project deliverables
  • Coordinate schedules, briefing materials, minutes and logistics associated with project meetings
  • Direct program growth by proposing new ideas to sponsors and marketing new technology or follow-on business opportunities
  • Understand and presents GTRI core competencies and lab capabilities to external sponsors and stakeholders
  • Maintain an understanding of various sponsors interests in a given technical area
  • Coordinate with program development leads and GTRI support units on large proposals and training curriculum

Additional Responsibilities

  • Develop, execute, and manage a program of EW-related projects primarily in support of the US Space Force and US Space Command organizations in Colorado Springs
  • Lead teams researching, assessing, and developing electronic warfare concepts to influence future force design for the DoD
  • Lead teams researching, assessing, and developing concepts for the integration of electronic warfare capabilities between military services and domains
  • Lead teams researching, assessing, and developing concepts for command and control of EW capabilities
  • Engage with government sponsors to understand future project requirements
  • Lead teams preparing proposals for future contracts
  • Identify staffing requirements and timelines to support work inside the program to SWORD and SEAL leadership

Required Minimum Qualifications

  • Experience with electronic warfare planning and execution at the tactical (squadron) and operational level (Air Operations Center and/or Combatant Command)

Preferred Qualifications

  • Active TS/SCI Clearance
  • Masters degree
  • 10 years of professional experience which includes diverse management experiences
  • 4 years of direct experience in military electronic warfare operations

Travel Requirements

10% - 25% travel

Education and Length of Experience

This position vacancy is an open-rank announcement. The final job offer will be dependent on candidate qualifications in alignment with Research Faculty Extension Professional ranks as outlined in section 3.2.1 of the Georgia Tech Faculty Handbook

  • 9 years of related experience with a Bachelor of Science in a STEM discipline (engineering, mathematics, physics, or related)
  • 7 years of related experience with a Master of Science in a STEM discipline (engineering, mathematics, physics, or related)
  • 4 years of related experience with a Ph.D. of Science in a STEM discipline (engineering, mathematics, physics, or related)

U.S. Citizenship Requirements

Due to our research contracts with the U.S. federal government, candidates for this position must be U.S. Citizens.

Clearance Type Required

Candidates must be able to obtain and maintain an active security clearance.
