Project/Unit Description

The Advanced Battle Management (ABM) Branch in the Command, Control, and Communication Division (C3D) within the Sensor and Electromagnetic Application Laboratory (SEAL) is a team experienced in battle management, combat operations, tactics development, and concepts of operations and employment development. The ABM team develops and integrates new counter-contested, degraded, and operated limited environmental technologies amongst the joint forces in all domains.

Job Purpose

The Operations Research / Systems Analyst (OR/SA) applies advanced analytical and systems engineering methods to support critical decision making. The OR/SA researches, develops, and integrates new and existing system simulation frameworks, prediction models, logical models, and analysis techniques. The OR/SA also models operational environments, performs trade studies via computer simulation and provides decision support for alternative architectures. In addition, the OR/SE designs and develops decision support tools that integrate modeling and simulation into intuitive and interactive graphical user interfaces. The OR/SE also elicits information from Subject Matter Experts (SMEs) and stakeholders, and iterates with them to develop qualitative models of their expertise and/or needs and utilizes applied statistical analysis, machine learning, optimization, and visualization to support defensible decisions and decision processes. In addition, the OR/SA conceptualizes, designs, and develops software solutions to implement system simulations, models and analyses and develops, integrates, and tests software and conceptual ideas to implement decision making methods and processes. Lastly, the OR/SA develops methods, processes and software tools to help design, integrate and manage complex systems and system engineering processes.

Key Responsibilities

• Identify new opportunities of research in operations research and systems engineering, to support stakeholders’ overall adoption.
• Contribute to overall community's knowledge through publishing, presenting, and participating in national societies and symposia.
• Lead development of novel ideas in operations research and its nexus with systems engineering and related disciplines.
• Manage all technical aspects of supporting defensible decision making, including directing multiple lab resources for large scale products or system deployments.
• Manage sub-contractor resources supporting all system engineering areas.
• Develop and implement approaches to address the sponsors' needs within the contractual schedule and budget.
• Develop technical reports detailing models used and processes followed for developing a decision support solution.
• Review and verify work-products are consistent, accurate, and that they address the needs of the sponsor.
• Mentor and support the teaching and training of junior and mid-level researchers.
• Help set research and develop priorities for operations research, modeling and simulation, statistical analysis, and their nexus with systems engineering.
• Serve as a resource and Subject Matter Expert (SME) for operations research and systems engineering tools and technologies.
• Serve as primary author of whitepapers and proposals.

Additional Responsibilities

• Develop and execute strategies for the integration of new counter-contested, degraded, and operationally limited environmental technologies among joint forces in all domains.
• Oversee the testing and evaluation of major DoD systems, ensuring compliance with operational effectiveness, suitability, survivability, and lethality standards.
• Provide expert oversight and independent assessments to senior leaders, including Congress and OSD, on the progress of critical defense acquisition programs.
• Lead and manage cross-functional teams in the planning and execution of large-scale defense projects and systems.
• Act as a primary liaison with senior military and government representatives, coordinating strategic initiatives and key issues.

Required Minimum Qualifications

• Extensive experience in Command and Control, Intelligence, Surveillance, and Reconnaissance (C2ISR) and Integrated Air and Missile Defense (IAMD).
• Proven track record in managing and resolving complex operational, personnel, and logistics challenges in high-pressure environments.
• Strong background in DoD requirements and acquisition processes, including oversight of major defense acquisition programs.
• Proficiency in project management, strategic and operational planning, and test and evaluation methodologies.
• Advanced knowledge of modeling and simulation tools for theater-wide planning and mission playback.
• Expertise in cybersecurity testing and the use of modeling and simulation for system evaluation.
• Demonstrated ability to lead, motivate, and mentor individuals and teams to meet or exceed organizational goals.
• Excellent written and verbal communication skills, with experience in drafting, reviewing, and editing senior leader correspondence and briefings.
• Experience in strategic communications and cross-functional team leadership.

Preferred Qualifications

• Active Top Secret Clearance.
• Experience as a Senior Evaluator for C2 Systems or similar roles within the Office of the Secretary of Defense or equivalent.
• Prior role as a subject matter expert in Combined Joint All Domain Command and Control (CJADC2), providing oversight of test planning and execution for advanced battle management systems.

• 14 years of related experience with a Bachelor’s degree in Aeronautical Science, Statistics, Computer Science, Physics, Mathematics, Aerospace, or related field.
• 12 years of related experience with a Masters’ degree in Aeronautical Science, Statistics, Computer Science, Physics, Mathematics, Aerospace, or related field.
• 9 years of related experience with a Ph.D. in Aeronautical Science, Statistics, Computer Science, Physics, Mathematics, Aerospace, or related field.

Due to our research contracts with the U.S. federal government, candidates for this position must be U.S. Citizens.

Clearance Type Required

Candidates must be able to obtain and maintain an active security clearance.
