Project/Unit Description

The Health Emerging & Advanced Technologies (HEAT) Division is dedicated to improving individual and population health through advances in the capture, analysis, and standards-based, interoperable communication of health data.  Our goals are 1) to advance foundational technologies in health data analytics; 2) to promote interoperability and open-source platforms in health; 3) to support healthcare partners in maximizing the value of their data resources; and 4) to foster scalable and secure health research locally and globally.

The HEAT Division works with a broad range of sponsors including federal and state agencies, health systems, industry, academia, and foundation partners. Our two main branches include 1. the Health Analytics and Phenotyping Branch, specializing in data analytics, artificial intelligence, electronic health records and claims data, cost analytics, public health data, and training; and 2. the Health Interoperability and Standards Branch which focuses on developing infrastructure for connecting data across health computing systems including electronic health records, public health, research, and other repositories, as well as implementing AI infrastructure for research and public health.

Job Purpose

Lead multiple sponsored research projects. Assist Division Chief with operations including overhead budget management, hiring, AIS support and facilities management.

Key Responsibilities

  • Manage Division space and facilities including moves, furniture, office assignments and equipment
  • Manage Division overhead budgets including RMA, Professional Development and Materials and Supplies
  • Ensure sponsored research projects are appropriately supported
  • Assist Division Chief with hiring

Additional Responsibilities

  • Support Division Chief in development and execution of the Division strategic plan, including identification and maturation of new health technology research thrusts and capabilities.
  • Mentor project directors, principal investigators, and emerging technical leaders in best practices, scientific approaches, sponsor engagement, and project execution.
  • Coordinate development of large, multi-disciplinary proposals in collaboration with ICL, other GTRI laboratories, Georgia Tech academic units, and external partners.
  • Oversee technical execution, schedule, and budget for a portfolio of HEAT Division sponsored research projects and internal investments.
  • Coordinate staffing and labor planning across Division projects in collaboration with project directors, principal investigators, and the Division Chief.
  • Ensure Division compliance with GTRI and sponsor policies related to research integrity, security, data governance, and regulatory requirements relevant to health technologies.
  • Coordinate with ICL and GTRI support units (e.g., OSP, HR, Security, Finance, etc.) to execute planning activities and resolve operational issues affecting the Division and Division projects.
  • Contribute to resource planning for specialized HEAT infrastructure (e.g., secure computing environments, data platforms, testbeds, and demonstration environments).
  • Support development and maintenance of Division-standard processes, templates, and tools for project planning, reporting, configuration management, and risk management.
  • Represent the Division in internal GTRI forums, cross-lab working groups, and selected external technical and industry groups relevant to health technologies.

Required Minimum Qualifications

  • 9–13 years of relevant work experience with a Bachelor’s degree in a related field; 7–11 years with a Master’s degree; or 4–8 years with a Ph.D. or M.D. in a related field.
  • 5+ years of experience leading complex, multi-year sponsored research or development projects in health technologies, biomedical informatics, digital health, clinical data systems, public health informatics, or closely related applied R&D domains.
  • 5+ years of experience managing scientific and/or technical personnel
  • Demonstrated ability to develop solutions to complex problems requiring ingenuity and creativity, including integration of multiple health data sources, systems, or technologies.
  • Proven track record of successfully defining objectives, work plans, and execution approaches for major programs or portfolios, serving as the primary programmatic point-of-contact with external sponsors (including senior sponsor personnel), and guiding successful completion of those programs with full responsibility for technical quality, schedule, budget, and program risk management.
  • Experience applying or supporting data management and governance practices for sensitive data (e.g., PHI/PII) and working with health-related data systems such as EHR/EMR platforms, health information exchanges, registries, or clinical data warehouses and associated data integration technologies (e.g., FHIR, HL7, APIs).
  • Demonstrated ability to coordinate and lead multi-disciplinary teams (e.g., engineers, data scientists, clinicians, public health practitioners, UX researchers) across organizations or institutions to achieve technical and programmatic objectives.
  • Demonstrated experience in successfully developing and managing project and team budgets.
  • Experience contributing to and overseeing high-quality technical reports, sponsor briefings, and project deliverables documenting methods, results, and recommendations.

Preferred Qualifications

  • Experience serving as principal investigator, co-PI, program manager, or technical lead on large, multi-year, multi-institutional health technologies programs.
  • Demonstrated experience in shaping, negotiating, and executing contracts and other project vehicles with federal government sponsors (e.g., DoD, VA, CDC/FDA/CMS)
  • Experience collaborating with clinicians, public health practitioners, or health policy stakeholders on applied research programs.
  • Experience coordinating or contributing to training, workforce development, or technical assistance programs in health technologies.
  • Experience working directly with healthcare delivery organizations (e.g., health systems, safety-net providers, FQHCs), public health agencies, or health IT vendors.
  • Experience enabling, implementing, or managing secure computing environments and pipelines for sensitive health data (e.g., controlled research environments, secure enclaves, or cloud environments configured for PHI).
  • Experience with large-scale, multi-site, or multi-organization health technology pilots, evaluations, or implementation projects.
  • Familiarity with a range of health-related federal sponsors and mechanisms (e.g., HHS, CDC, NIH, ONC, VA, DoD health agencies), their associated reporting and compliance requirements, and experience shaping and winning significant proposals (BAAs, RFPs, grants, or cooperative agreements).
