Project/Unit Description

The Health Emerging and Advanced Technologies (HEAT) Division of the Information & Communications Laboratory (ICL) focuses on research and development of innovative health technologies, including health data interoperability, health analytics, and applied solutions that support healthcare delivery, public health, and population health needs.

Job Purpose

Product Strategist create long-term visions for product lines and technologies. This is based on in-depth stakeholder and market research and a deep understanding of the breadth of technologies. They analyze product performance and adjust product designs accordingly. At the higher levels, a strategist oversees product managers across multiple product lines for an organization. This can be internal to GTRI or across multiple sponsor organizations.

Key Responsibilities

  • Depending on the instantiation of this role, this person designs, conducts and analyzes stakeholder surveys, interviews, and other stakeholder engagement approaches; conducts market and technology research; writes user stories and some level of technical details for those user stories; works with a product manager to provide insight into product roadmaps; works with product designers to create product designs; works with developers to support/oversee the development of the product.

Additional Responsibilities

  • Coordinate multidisciplinary teams (engineering, data science, clinical/public health, operations) to ensure that technical development, validation, training, and change-management activities are aligned for successful technology deployment.
  • Lead planning and execution activities that translate health-related research outputs (e.g., models, tools, analytics, prototypes) into deployable solutions within operational public health or healthcare environments.
  • Engage closely with end users and stakeholders to understand workflows, constraints, and adoption barriers, and incorporate those insights into implementation plans and program milestones.
  • Plan, direct, and monitor program budgets and serve as primary sponsor contact for program information inquiries.
  • Prepare clear, sponsor-ready reports and presentations that communicate program status, risks, and recommended actions.
  • Assist in business development activities with current and prospective sponsors, including identifying follow-on work and supporting capture efforts.
  • Contribute to proposal planning and development (e.g., statements of work, timelines, budget estimates, and risk assessments) for new program opportunities.
  • Define, track, and report on implementation and impact metrics (e.g., usability, operational efficiency, decision quality, health outcomes) to demonstrate the real-world value of delivered technologies.

Required Minimum Qualifications

  • Bachelor’s degree in a relevant field such as Public Health (with strong quantitative or informatics focus), Health Services Research, Biomedical Engineering, Industrial & Systems Engineering, Data Science, Computer Science, or a related discipline.
  • Strong organizational skills with proven ability to coordinate activities across multiple stakeholders and workstreams, as well as ability to synthesize and prioritize tasking and project requirements.
  • Ability to balance technical understanding with strong program management discipline as evidenced by excellent written and verbal communication skills.
  • Experience planning and tracking budgets and schedules, preparing reports, presentations, and sponsor-facing materials for projects or programs.
  • Ability to translate the benefits of applied technical principles, standards, and methods to sponsors.

Preferred Qualifications

  • Master’s degree in a relevant discipline (e.g., MPH, MS, MEng) or equivalent experience.
  •  Experience in translating technical requirements and features to a non-technical audience is a plus.
  • 1–3 years of relevant experience in research program or project management, technical program coordination, or operations within health, biomedical, public health, defense, or technology domains.
  • Experience managing or supporting government-sponsored R&D programs related to health, public health preparedness, medical readiness, or digital health.
  • Ability to translate the benefits of applied technical principles, standards, and methods to sponsors.
  • Familiarity with, or interest in, health systems, public health operations, biosurveillance, health informatics, or health systems engineering.
  • Knowledge of program and project management approaches (e.g., PMBOK, Agile) and associated tools; PMP Certification.
  • Experience working with federal, state, or local agencies, defense organizations, or large healthcare systems.
  • Prior participation in proposal development and business development activities.
